Position: Finance & Operations Manager, Investing in the Liberated Universities of Ninewa 
Location: Erbil, Iraq
Period of Performance: Five Years

Summary of Position

IREX seeks qualified Finance & Operations Manager candidates for an anticipated two-year $15 million project to build the capacity of the Universities of Mosul, Ninewa, and Hamdaniya to provide educational and economic opportunities to affected populations. The Finance & Operations Manager will be responsible for the administrative and financial management of the program, including budget management, procurement, logistics, human resources and operations. S/he will support project staff in preparing financial reports, maintaining currency flow control, and overseeing project procurement and office administration. S/he will coordinate closely with IREX program and finance staff based in Baghdad and Washington, DC.

Summary of Responsibilities:

Implement financial policies and procedures
Establish, maintain, and reconcile the office ledger
Prepare and reconcile bank statements and accounts
Ensure transactions are properly recorded and reported
Prepare monthly, quarterly and annual financial reports and transaction reports
Maintain all computerized accounting systems and records
Maintain and monitor all active accounts to ensure accurate records of all project funds
Prepare and process payments
Prepare payment reconciliations
